I am not a guy but I answer this question based on science and genetics. You get you hair gene is specifically from your mothers side. Look at pictures of your mother's father and the other family, blood related members on her side. That could anwer your question on why.





I also dont know your age which could be the only problem. Most men dont fully mature body wise until they are in their mid-twenties, even late twenties sometimes.

Chin and upper lip hair is gonna grow first and than most likely it'll start on your neck. Give it time and soon your sideburns will fill in as will the rest of your jaw line. You can't force growing a beard.
